This appears repeatedly on an itemized statement from a hospital in Colombia. I will give you some examples.

All I can find in an internet search deals with concentration (strength) of liquids. I have no idea how you can concentrate sterile gloves no matter what size they are.

You are right. In a strict sense: concentration = amount of substance / volume of solvent. In this case I guess it refers to “amount not specified” or the like

If this is seen on a document such as an itemized invoice or list of medical supplies used or needed for a procedure, which may be created from a template, there may be a field to populate for each item to select the concentration (of any drug or solution used e.g. Paracetamol 500mg where you may have to specify the strength/concentration needed or used). However it could be the case that when listing an item which has no variable concentration, this field is not altered, so 'sin concentracion' might appear/remain by default..
I've seen complex medical summaries created using a detailed template before so, although I'm not sure if this is the case here, it could be.

I agree with Eleanor's explanation that the invoice is probably printed form a template and there are 'boxes' that have to be filled. "NA" is a typical form of filling such a box when there is no relevant data to enter. HTH
