This is in a collective agreement between unions and employers in the section dealing with flexible working time.

b. Bolsa horaria:
La empresa dispondrá de una bolsa horaria de 80 horas/año, todo ello respetando la jornada
de trabajo anual. Hasta el límite de dichas horas la empresa está facultada para realizar una
variación de los días en que está distribuida la jornada ordinaria del trabajador establecida en
el calendario laboral o modificar el número de jornadas laborables del trabajador.

Edward Yes, I think you're probably right. But in that case, I don't think "hour bank" really covers it.

I think the 80 hours refers to the maximum number of hours that the company can "take" from employees per year by increasing the working day etc. due to production peaks, rush jobs etc. without having to negotiate a special over-time rate.

But it's the company, not the employee, and your suggestion doesn't seem to fit with the next sentence.
I think any translation should explain the full meaning rather than just finding an equivalent for "bolsa", and I don't understand the meaning.

You could also use "a pool of flexible working hours".

You could also use "on-call hours" but, in that case, you would need to make sure it fits with the rest of the text.
