This is from a text about Colombian art, but it refers to the political situation in the country.

En otras palabras, un país políticamente paternalista en sus formas de gobierno, colectivamente inactivo cuya situación política imperante es la escisión entre el país nacional y el país político.

From what I am seeing on the internet, this is a commonly held distinction, but I could not come up with the translation.

My reasoning behind the second option is that "nation" is a collective sentiment, a feeling of identity, while "state" is a political/legal concept.
