Depending on the context it may not be important to translate 加工 in the above example. The gist is that automotive companies rank their suppliers into several tiers and usually only the first tier work directly with the auto manufacturers themselves. First-tier suppliers provide entire systems, often quite complex, second-tier would typically supply significant components of those systems, third-tier suppliers are supplying parts for the second tier and the fourth tier is usually basic processing simple parts or materials.

It's common to describe the layer of automotive suppliers as Tier 1, Tier 2, Tier 3... in this industry.
