I simply don't understand this sentence or what the author is implying about value chains. How can BOTH companies 's'approprier l'intégralité de la chaîne de valeur' and is this a good thing or a bad thing?

Operating all along the value chain is another way of talking about *vertical integration*. It's not about monopoly. Nothing precludes competition between two or more vertically integrated companies in the same business or industry.

@Charlotte Allen each company would want to take over the whole value chain of which it is part of, presumably they are part of two different value chains.

both companies will be able to get at the value chain but from different ends. It has just said that companies who may be rivals or not are disinclined to share. Worse still is that, within companies, things continue to be done in a vacuum by the different departments where interchange would help both

Approprie is to make one's own; tap is too weak in this context, tapping is making use of something which is available

the whole expression was translated from English in the first place.

s’approprier qq. ch. = to take ownership of s.t. (pas besoin de tourner autour du pot)

"to take ownership" of this or that is standard management-speak to simply say "be in charge of / take control of"
