Asker: Thanks for parsing it for me, Edward. Actually, This job is for the World Bank. Though the term isn't in their glossary and doesn't get a lot of hits, your expansion is correct. However, WB practice is to translate abbreviations, so for my purposes, your answer wouldn't work unless you add an addendum with the English abbreviation.

Asker: I mean, for World Bank purposes, it has to be CEPs, not PEC.

Asker: And yes, their style is to use the expansion followed by the abbreviation, as abbreviations are often more familiar than their expansions.
