This strategic research level is important for IWMI scientists for two reasons:
 Because few national research centers look at cross-cutting research issues (such as the link between global water scarcity, food security and the necessary policy directions that can help solve these problems).
 Because exploring the ‘big research questions’ helps define the Institute’s applied research program.
