I think I know what they mean here, I just can't think of a way to express it that is vaguely related to the text. They are talking, I think, about performance-based budgeting, i.e. a project has to demonstrate that it is working to continue to receive funding. I've added "measures" just to make it flow, which may change the meaning. Maybe there is more precise/better solution?
