It's a little difficult to tell from the little context given (particularly, we don't know what KIND of 'authorities' these might be?), but this sense certainly culd work in your second occurrence.

the first occurrence is trickier, since on the facse of it, the language seems slightly odd; it is even conceivable that it has a totally different meaning in the first occurrence — but as usual, it's impossible to tell for sure without proper context to work from.

Thanks, P/G! I too suspect that is the case in the FIRST instance, yes... but wasn't so sure about the SECOND! It may or may not be the result of defective English... This only serves to highlight how important CONTEXT is!

Thanks, C! As you can see from my low C/L, I was mainly seeking to idnicate to Asker the potential ambiguity. I quite agree in the 2nd occurrence, but in the 1st I'm not so sure;your solution is quite awkward in the (possibly defective EN?) context given
