The difference between a "baby" or a "child" if fairly subjective for most people. On second thought, what this may actually be about is clinging/clingy children. Just google "clingy baby" and see if it fits the description.

This document already had "Раздражительность, капризность, беспокойство" a little earlier. This is in the same section, just a different bullet point/check box.

Meaning in Russian? This is an interesting word choice for the source. I don't really see, how назойливость (bugging, nagging, smt. nudging) can be symptomatic of anything.
Being cranky and hard to please, i.e. fussy, on the other hand, often accompanies fever etc. With children, I mean) Although, some adults may develop the same 'symptom', as well)

For me, назойливый ребенок is the one who keeps bugging the parent with some sort of repeated request. While капризный turns down whatever the parent has to offer, e.g. refusing to eat, do certain activities etc., or can't make up their mind as to what they want, in the first place. Which is often the case with sick children.

Anyway, could it be that in Russian the source should read 'Раздражительность/капризность", instead?
Which could be rendered as 'Fussiness', then.

If you think "fussy" works, then what's wrong with "fussiness"? It's a very baby thing. Not nagging though. Wives nag, not babies:)
