agree  philgoddard: I'd say "grant", because you can't "place a lien to" someone. And "whatsoever" doesn't add anything.

  -> I believe the preposition I used is wrong. It would better to say "place a lien on" someone. I do not like "grant" because that has a positive connotation, and of course en encumbrance or lien is negative.
