专科 = specialised field of study; specialised subject; specialty

I am not a native Chinese so I don't really know much about this. My students had once tried to explain 本科 and 专科 to me but I just didn't get it.

In Singapore, this should be a Polytechnic where you get a diploma. The level is slightly lower than a degree from a University.

: Some 专科 used to be 3 years. Also from your translation, it is not clear if the students get a certificate of graduation or not.
