utedel (?) Sorry, this fell of my radar... but it reads like their testing a part of the installation that is outdoors or exposed... is it all part of a single contract or is the 'yttreanläggning besiktningsman' part of another contract?

Hi Deane Tks for your interest. It is a contract with regulations between the Contractor and Customer on railway works to be done.
