Cette ligne se trouve juste sous la ligne du nom de l'officier de l'état civil. Je me demande donc si cette ligne concerne l'officier d'état civil ou la naissance:

De plus, à votre avis, faut-il mettre "district d'état civil", qui semble un peu bizarre, non ? Je laisserais volontiers "dans le district de Dubli...). Qu'en pensez-vous ?

That post-2004 birth cert says, "Birth registered in the district of Clondalkin in the county of Co. Dublin."
So, feminine for "enregistrée," since it's about the naissance.
And Registrar can refer to either an office or a person who holds that office. On a formal document that is about an act done by or a document recorded by the registrar, I read it as referring to the official office and not to a particular human being. So "Registrar's District" refers to the district in which they serve. There are a few ways you could translate that but I went with "le district du bureau d'état civil" (capitalized to reflect the English capitalization).
