From what you've given us it's impossible to be more specific: there are several entities "colegiatura" could refer to and without knowing more details of the context we can't tell which it is.

It could be the court (i.e., the judges): "colegiatura" can refer to a tribunal colegiado, i.e., a multi-judge court. If that's what it refers to, you would just put "the court".

Example of this usage:

"SALA DE DECISIÓN LABORAL
MAGISTRADO PONENTE: FRANCISCO JAVIER TAMAYO TABARES
[..]
AUTO"
http://tribunalsuperiorpereira.com/Relatoria/2009/Sala_Labor...

Another possibility is the Controlaría, the Comptroller General's Office. Example here:

http://www.radiosuperpopayan.com/2016/06/27/cuerpo-colegiado...

Or it could be some professional association (colegio); these are referred to as "colegiaturas":

https://www.elespectador.com/opinion/la-colegiatura-nacional...

Depending on the wider context there could be other possibilities too.
