Treatment material (subject to 16% IVA/VAT) Explanation: I think it must refer to the rate of IVA (Impuesto al Valor Agregado, equivalent, of course, to Value Added Tax, VAT) payable on this type of product. See this document, on a tendering exercise, bottom of p. 1: "I.V.A MATERIAL DE CURACIÓN (16%)" http://s-salud.hidalgo.gob.mx/contenido/transparencia/licita... Your document is presumably of a medical nature; this would relate to costing. It's the only way I can see in which "16%" would be relevant to all "material de curación".
