"Transferred to the position of IT Director" or "transferred to the position of an IT Director"? Or even "the IT Director"? (I don't know for sure how many IT Directors are there at that company, but suppose there is only one.)

has become vs has been transferred If we use "has become" we mean that the person has become the director (maybe he was jobless before that, but he has diploma), here *переведен на должность*? he was working for the same company as an employee (for ex. assistant or technician or whatever), then after job transfer he has become head. He could be transferred to a different department.
And we can't omit anything here. Why? Because, here *должность* of that company is highlighted. What kind of position? Position as an IT director. Company has many positions. Among them which position? Position as an IT director. I agree with David, we don't really know he or she has been promoted or degraded. So I think "transfer" works in here.

possibly, but the definite article is in the wrong place: has become head of the IT department (don't ask me why)! Also the trend is to shorter job titles.

Some companies have one IT director, but many of them have more than one IT director,
as IT director-will do here.

For some weird reason "transferred <...> as IT director" sounded to me at first like "the person has been transferred because he/she is an IT director", not "to be an IT director". But now that I gave it a thought it makes sense. Thank you!

There ought to be just one such director, and appoint is general enough to avoid confusion regarding the manner of being installed in that position.
