I thought this meant "room only" but I am having my doubts now. Could anyone confirm please?

Yes. It is according to the type of packkage. For instance, penthouse, cabanas, suites, might get a complete package of amenities, while others might be restricted.

I recently had to translate 'régimen de alojamiento' and I saw that 'deal' is often used on hotel websites.

Modalidad T. I. This is an all inclusive package. It includes drinks at the bar from the all inclusive package list, and there is another list of premium drinks for purchase.
Modalidad de pensión would be "package type", or something similar.

Although the plan may not include any meals at all (e.g., European plan), I've seen it referred to as "meal plan".

My daughter works in a travel agency and we were talking about this just the other day. A lot of the more upmarket, exclusive tourist destinations don't like doing all-inclusive deals, but there is great demand for them nowadays.
