PS as Daryo said in the discussion, "completing" means both filling out and finalizing. Just filling out an LPA doesn't create any legal powers. You have to also do whatever your state law requires in order for the LPA to be effective (e.g., sign the document; sign it in the presence of a notary; or whatever other formality your local law requires).
