Alternative: has entered into effect.
These proposals are idiomatic expressions that an attorney would use. In the context of intra-university relations (regulations governing the faculty senate or whatever it is called), I think they would be apt as well.
("Comes into effect" is of a lower register, beside being the wrong tense (in my strong and well-informed opinion).)

For translators who do not like to edit an author, my Alternative answer, "has entered into effect", would be preferable.

neutral The Misha : Prakticheski vsegda? I don't think so. Laws, regulations and treaties usually "enter into force". Everything else comes into effect/becomes effective. That is, if we are talking normal, natural English.
