The title is so long the phrase box won't let me include it all! The full title is "Convenio de Ocupación Previo a Expropiación, por Causa de Utilidad Pública de Tierras de Uso Común"

This doozy comes from a mining operation agreement being executed in Mexico. The translation is for a Canadian company:

Actualmente es titular de un Convenio de Ocupación Previo a Expropiación, por Causa de Utilidad Pública de Tierras de Uso Común, celebrado con el Ejido XXX, ubicado en el municipio de XXX, Zacatecas, (en adelante el “Ejido”) con una superficie de ....

I understand what it is, that governments can expropriate private land for public use (eminent domain), and that this mining company has an agreement with the Ejido to occupy these lands prior to their expropriation. Hoping for some confirmation on my suggested translation to make sure I'm not taking too many liberties and changing the meaning.

It's a huge document that only uses this full title once (and I'm not even sure, because of the use of the comma, whether "por Causa de Utilidad Publica de Tierras Comunes" is actually part of the agreement title, or a qualifier of the reason for expropriation) and thereafter it makes several references only to the "Convenio de Ocupación Previa a Expropiación", for which I had thought "Pre-Expropriation Occupancy Agreement" but then it doesn't fit with the full title above.

"At present it's owned by an agreement on occupation prior to expropriation for a cause of public and common use of land territory with a surface area, held by the common land ahead and located in the town council."
(That might fit with the description of the transfer of the land ownership or the changes involved for the mining company. It's a bit confusing. 'Pre-expropriation occupation treaty or agreement' might be the same as 'occupation treaty or agreement prior to expropriation')
