I guess if it's talking broadly about a case (дело), "involve" would be better. But "summon" for a hearing or trial.

: difference of opinion here: if the court finds that money laundering have taken place in what appears to be a civil case, it would hardly "summon" tax inspectorate/Rosfinmonitoring, more likely bring them into proceedings to conduct further investigation

Thanks for commenting, Vladimir. As I wrote in "explanation," if it's about a case in general, e.g. investigatory stage, "involve" wd be better. But in a hearing or trial, a summons to reps of such agencies-esp. if they investigated earlier-cd be issued.
