Options Since your heading is “"Gasto programable presupuestario pagado" -and odd redundant term by the way, but that’s OK-, we are dealing with historical data as opposed to forecasts. I presume all the nearby items that you list are also under that heading. So, if that’s the case, I would go with David’s take (where budgeted is not that necessary) or with yours Direct expenditure/investment on fixed capital.

Thanks Luis. And, for everyone's consideration and suggestions, I found this, in English, from banxico: Revenues and expenditures of the federal government. And under "Programmable Expenditures", one of the the categories is "Capital Expenditure", under which are: "Direct Expenditure on Fixed Capital Assets" and "Direct Expenditure on Fixed Capital Assets". I'm thinking:
Expenditure on fixed capital assets
Direct expenditure on fixed capital assets
Budget transfers for fixed capital assets
Financial capital assets and others

Any thoughts are most welcome!

budgeted physical capital investment

I would say

Physical capital consists of tangible, man-made objects that a company buys or invests in and uses to produce goods. Physical capital items, such as manufacturing equipment, also fall into the category of fixed capital, meaning they are reusable, and not consumed during the production process.
