Tech/Engineering - Patents / (in a Patent) DEVICE FOR MANUFACTURING CHOPPED FIBER BUNDLE AND METHOD FOR MANUFACTURING SAME
English term or phrase: as traversing along .. as pulling out
Because reinforcing fiber yarn 11 on the outermost bobbin surface is wound obliquely to the center axis of bobbin, the position at which varn 1s pulled out moves as traversing along the bobbin axis as pulling yarn out. This movement of the traverse can be used to introduce yarn obliquely to the cutter roll.

Explanation:
This is appalling EN, not just patentese, but actually flawed, and almost certainly translated from another language.
You really have two quite distinct notions here, but it seems to be the parsing that is giving you problems.

So the position at which the yarn is [nb!] is paid out moves along the length of the boboin (traverses) — usually backwards and forwards, though other configurations are possible) as the yarn is unwound. Seems to correspond to illustration (a) in the image.

These positions are illustrated as points F or V in the image.
