A response in a survey from Spain. Unfortunately there is no context for the term. Can anyone help me out? Thanks!

Agree with Toni First thing I thought when I saw the query - "they must mean"Ley mordaza" (gagging(gag law).

They probably refer to the "ley mordaza" (gag law) I was thinking first of a typo, since your term "ley mortaja" (literally "shroud law") does not really exist as such. In Spain, they speak of "ley mordaza" ("gag law") with reference to the Ley Orgánica 4/2015 sobre Protección de la Seguridad Ciudadana (Organic Law 4/2015 on the Protection of Citizens' Security).

There is one comment on the article where you can read:
"Cuidado que de Ley Mordaza a Ley Mortaja.....hay un paso de 2 letras. Vergüenza!"

So my conclusion is that "ley mortaja", which does not exist as such, is being used in your nonexistent context in a figurative sense to mean that this law is not just a "gag" to citizens, but even a "shroud" to them.
