This is merely a pre-digital-age way of writing "reformatting." I hesitate to vote for some other substitute expression without knowing what is meant - more context.
Was the way the National Assembly is elected being changed? Like, more party-slate seats and fewer single-district ones, or vice versa. (rearrangement, reorganization, etc.)
Is it that only large parties will be represented because the threshold for entering has been changed or obstacles have been created for small parties to run at all? (realignment, new political composition, etc.)
Are members of the N.A. being appointed rather than elected? (realignment, reorganization, etc.)
Are they already appointed, but now whoever appoints them is appointing other people? (reshuffle)
Are opposition parties being swept into power because the incumbents are unpopular? (realignment, etc.)
Has there been a constitutional change in the powers of the N.A.? (redefinition, etc.)
But "reformatting" and "rejiggering" would each cover most of those cases, even if they sound clunky. One way to reduce the clunkiness would be to omit "process," since they imply a process by definition.
