The complaint is based on an expert opinion (naturschutzfachliche Expertise). So I guess that saying that "the birds are likely to be scared into flying off by the caterpillars" wouldn't strike the right note ... ;-)

important to use the correct biology terms (haha) as the contractors regularly get too close to the birds, scaring them into flying off

Perhaps this kind of disturbance („Aufscheuchen“) is described without using the term FID in the literature.

Reduction pluralises well: es kommt - wird kommen - zu regelmäßigen Unterschreitungen der artspezifischen Fluchtdistanzen durch [...] > what happens or will happen is ... caused by ...

Otherwise, Unterschreitung - aircraft undershooting of the runway vs. Überschreitung - overshooting.
Example sentence:

agree Gordon Matthews : But if "flight initiation distance" means the distance required for (the birds to) take off, why not state this, rather than use a term that many people will struggle to understand?

Thanks, Gordon. This had been one of the rare instances where reduction or narrowing seemed to work better than undershoot or undercut, though I'm growing too old to land an upper cut.
