English translation:licensed
Explanation:
I strongly believe that this just means "licensed" in this context, as opposed to "(license-)free".

See, for example,

"Experts in these testing times say that a strategic change in costing can reduce total cost of ownership (TCO) to a greater length. The change can be as small as choosing a license fee free database over licensed databases and still be able to add additional features free of cost. Through this move, net TCO can be reduced by 25% or more."

"Data Center Migration

The Challenge
A large automobile manufacturer required a smarter, more efficient approach to a complex Private Cloud and Next Generation Data Center migration. Tasked with reducing the amount of overall applications, assessing applications for proper “Landing Zones”, and figuring out which applications to further develop for Next Gen facility created additional complexity and increased risks.

The Solution
We assessed, gathered a ton of seemingly unrelated yet relevant data, created graphical data models, and “IONized IT” by utilizing augmented analytics to make everything more transparent and much easier for leaders to manage and base decisions on.

The Results
Reduced dependency on spreadsheets
Consolidated planning on to a single platform
Leveraged our IONize IT ™ tool suite to take more accurate snapshots of each task and score them based on their complexities and efficiencies
Prioritized workloads
What-if planning for legacy system migration
Financial modeling for licensed databases to open source PostgreSQL
Search and exploration of connected applications and technologies"

agree  TonyTK: Yes, or I suppose you could use "licence-based".

-> Yes, perhaps - "warum einfach, wenn es auch kompliziert geht?" ;-)

agree  philgoddard: And this is probably stating the obvious, but you don't need to repeat "databases".
8 hrs
-> True, "migration of licensed databases to (open-source) PostgreSQL" says it all.

Getting licensed often involves getting bonded, although these two terms are different. - https://blog.suretysolutions.com/suretynews/what-does-licens...

disagree  Steffen Walter: Your references have nothing to do with software/database licences./As I said, a completely different, irrelevant field. In your quoted reference, bonding is linked to business licences of contractors, such as in the construction industry.
