In a piece of legislation from Puerto Rico, Act 187 of 1998, for which I have been unable to find the English version (which must surely exist somewhere):

Artículo 5. - Todo acuerdo, convenio, contrato, reclamación o ALTO JURÍDICO en el cual se haya obligado la Administración de Facilidades y Servicios de Salud, mantendrá su validez y será responsabilidad del Departamento de Salud honrarlo.
