stamps Yes, but the stamps in this case are a cash equivalent. So it could be "cash and cash equivalents in hand" or "cash equivalents in hand", though I can't say I've ever seen the latter as a stand-alone term.

But yes It may be just a question of the Municipality offering the service of the sale of duty stamps, though personally I've always gone to the tobacco dude.

The tax cops If you undergo an inspection by the Italian tax authorities (with our without machine guns), they can check to see if you are holding (i.e. if you have "in hand) not just cash, but also cash equivalents, in this case in the form of duty stamps and, I imagine, also postage stamps.

I think the previous question is only partly relevant, and the accounting term "cash and cash equivalents in hand" isn't going to work.

Daniela: is this the section of the certificate that confirms the fee has been paid? Could it be something like "cashier's department"?

It is an accounting term, just not in this case. But "cashier's department" is definitely a financial term. :-)
