Spanish term or phrase: suscripción pública
A chronology of the life of Argentine artist Carlos Alonso:
The watercolors were made on commission by Eudeba press for the book La guerra del malón.

Las 46 acuarelas de La guerra al malón, realizadas para Eudeba, son adquiridas por suscripción pública por vecinos de General Villegas. Nace así el Museo Municipal de Bellas Artes de esa localidad.

What I am seeing online for "public subscription" has to do with IPOs...not this

agree  AllegroTrans: Seems the most likely (and almost obvious) answer, but Wendy has for some reason rejected it

public appeal; 'crowdfunding'

Explanation:
'...adquiridas por suscripción pública por vecinos de General Villegas...' I doubt there was a public share issue for the neighbo(u)rs to sign up to, each share or stock representing a part of the paintings..

Crowdfunding is - in the UK at any rate - the modern term for the public appeal for funds of old.

Example sentence(s):
  • IATE: en crowdfunding Consilium es financiación participativa Consilium microfinanciación colectiva Consilium suscripción popular

neutral  AllegroTrans: "public subscription" is the answer "screaming out"; a "public appeal" results in a "public subscription"; "crowdfunding" is just another, more modern, term; why can you not post an "agree" to the screamingly obvious answer?
9 hrs

neutral  patinba: Agree with Allegro., and the suggestion that public subscription only applies to stock purchases is nonsense.
