Podia, sim, ser localização, mas ficaria mal na combinação “lugar, localizações e redes”.

A minha sugestão é “lugar, pólos e redes”.

Polo (depois do Acordo Ortográfico), pólo (antes do AO no PT Europeu) e pôlo (antes do AO no PT Brasileiro).
