I'm translating fashion retail outlet guidelines for in-store displays. I'm struggling to find an English term for this type of hanger.

So it's not exactly a skirt/trouser hanger, although there are clips. My focus is the wire addition with clips which is looped onto a traditional clothes hanger hook so both top and bottom garment can be displayed together, and this second component is called a "cintre facing" in my source text.
FYI "facing" is a marketing term for retail, as in "customer-facing", used both as noun and verb, and has been adopted by the French. This makes it very poor SEO when looking for a specific english term.

I actually work for a coathanger manufacturer, and one of the first things I learned is that no two companies use the same terminology. So there is no definitive answer, and you can call this whatever you like.
That said, my suggestion does get plenty of hits:
