When the emergency stop pushbutton on the generating set control panel is pushed the EIM module automatically checks Fuel Control Solenoid and Starter Motor Solenoid to see if they are welded shut.

permanently connected in a closed position (error condition)

This is an error conditon, as explained in the following text:

A GFI device CANNOT stop the flow of electricity to a dead short (hot to neutral, or hot to hot). In fact, the contacts will most likely be welded shut by the current flowing through them, and the GFI device will become useless. If YOU are in the path of the direct short, you WILL NOT be protected by the GFI.

That's why I said it's an error condition. It's not a human being welding the contacts but the current. Opening or closing the contact can cause an arc which in turn causes high temperatures which in turn causes welding.
agree Gareth McMillan : I've just translated a university paper on exactly this problem with contacts. shorting, overheating, welding together- all the things they shouldn't, but do. If people don't know this, they will easily miss the point here, IMO.
