Inicialmente pensei que, pela função pública que o texto parece dar ao "authorized registrar", não haveria alternativa a não ser associar ao registrador público, ou tabelião.

No entanto, um termo melhor parece ser o de "procurador". No texto, parece que se refere a um registrador que tem procuração pública para exercer determinada atividade. É uma função distinta da do registrador público, mas é ratificada por ele. Seria, no nosso contexto, alguém que tem uma procuração registrada em cartório. Então, eu traduziria como "Uma agência pública ou procurador registrado..." ou só procurador.
