Zwischenverfügung

German to English Law/Patents Law (general) suspect
In a message to a suspect who has to present himself with the public prosecutor in Zürich:
Beilage: Eintritts- und Zwischenverfügung

I have found interim order for Zwischenverfügung. Can I combine these three words into "temporary entrance permit"?

(My target language is Swedish but I need your help because the German-Swedish community is very small)

Here is room for more shame on me. I have the habit of immediately sending questions when I get stuck. Good in some cases, gives the colleagues time to answer before my deadline. Bad in other cases, and this is one, because down the document there is an explanation to the problem. ”Eingetreten” appears in a sentence that should have told me it wasn't necessary to send the question, context is clear enough.
The main word I asked about, Zwischenverfügung, was not a problem by itself, it was the combination that bothered me, with my misunderstanding of Eintretens- as referring to an entrance permit.

shame on me I have to apologize, I have really created a lot of unnecessary confusion. When I provided some context, I wrote "Eintrittsverfügung" where it should be "Eintretensverfügung". This is a word that gives a lot of Google hits (Eintrittsverfügung only 7 and in another context).

Obviously, it has nothing to do with the QR code provided in the same collection of documents to give the suspect the possibility to enter the police building for a questioning session.

The unofficial translation I provided below is, as far as I can tell, also referenced by the Library of Congress, so I think it's a better starting point. It does include your "interim ruling," BTW (I only popped in here to give some references that could solve the mystery around "Eintritt"):

I think you have to look at the whole phrase, not just the one word.
I wonder if Eintritt means beginning, ie initial.

I give it a low CL because the word "Eintrittsverfügung" is unknown in CH. There is an "Austrittsverfügung", but this relates to the pension scheme. However, I suspect that "Eintritt" does not mean "entry", but that "ein Fall ist eingetreten".

Listing the possible legal qualification as either an administrative act (intended to produce legal effects), a non-binding order or a so called ‘interim act’ (Zwischenverfügung), the Court then set out the criteria applicable to the last category. In principle, such an interim act fulfils all criteria of an administrative act, however, it is accessorial to a main proceeding and, thus, only exists until the authority comes to a concluding decision. It only serves organisational purposes and intends to facilitate the final decision. An interim act can not cause legal (material) effects, but rather only binds the acting authority in the decision-making process. With regards to the situation presented in the proceedings before the FAC, the Court held that the letter dated 2 December 2015 was only intended to be the basis for a later (final) decision but should not terminate the Dublin-procedure or produce legal effects. The FAC, therefore, concluded that the letter was (only) an interim act.
