This phrase appears in an act of law (labour law). Am not quite sure what the above bit means. Any help appreciated. The sentence is as follows:

The American Heritage Dictionary of the English Language (Third Edition) states that “impeach” means:
1) a) To make an accusation against. b) To charge (a public official) with improper conduct in office before a proper tribunal.
2) To challenge the validity of; try to discredit: impeach a witness’s credibility.
I am quite positive that the second definition fits the usage of your term.
