This is the German header for some marketing text for an Internet portal for a tourism site I am translating "Folder Seite 1". I am wondering if this is used in marketing speak as perhaps flyer or something other than "folder".

This is a bit speculative, since I must admit I'm not personally familiar with the German usage (maybe someone who is will answer).
For background, in NA English (at least) a folder can be a simple folded leaflet or brochure (with only a few pages), and folders in this sense are very often used for advertising and (marketing) promotion. Also, Germans have a distinct preference for US English terminology (rather than UK).
My take is thus that there are two possiblities: (a) the text was originally written for an actual (physical) folder, and nobody bothered to change it, or (b) the term 'Folder' has been abstracted and the meaning extended to designate any sort of advertising or promotional material whose content resembles that of a folder.
As a further comment, you might want to ask the client whether the phrase 'Folder Seite 1' actually needs be translated -- this sounds like it is intended as information for the website designer, not as part of the material that will appear on the page in question.
