: If the 'commercial interests' applies only to the 'companies', then the second 'and' is correct; it is not clear, however, if it is truly the companies only who are in the commercial interest, or in fact, the disclosure (to all these people)

I'm inclined to agree with Remy's interprettaion — that it is only the companies that might be in the main company's commercial interests; however, it seems a slightly odd way to express it, and to me, it would make more logical sense if the 'in the commercial interests' actually applied to the whole disclosure issue, to all the people listed. But this interpretation presupposes a slight error in the punctuation, which is, however, nothing unusual!
