In any case I don’t' think it's about indulging someone's paranoia about co-workers (it's not some historic documents from the Stasi?), nor about "spotters" paired with a sniper or mortar operator or a "spotter" for a bunch of burglars (the one in Watergate done a pretty bad job) or drug dealers or ....
