In innovation policy, the OMC is mainly about indicators. Member states can use the information offered by the European innovation scoreboard to their discretion in policy formulation. Kaiser and Prange(2004) have labelled this the horizontal dimension of the OMC in innovation policy. Next to this horizontal dimension we have a vertical dimension: on the basis of these activities member states can discuss common European guidelines for nationalo and regional R&D policies. This vertical dimension is poredominant in pension policy where member states present information without prior agreement on indicators in national strategy report/
