If you just Google "Magnitude visuelle à une ua (phase nulle) :" you'll find exactly this quoted on many websites. But I don't know what "phase nulle" means .

ua = unité astronomique (the Sun-Earth distance).

agree Peter Shortall : In full, "zero phase angle". Phase angle = angle between the Sun, Earth and Venus. @Claude-Andrew: like the Moon, Venus goes through phases (crescent etc.) Its magnitude varies as it does so. http://en.wikipedia.org/wiki/Phase_angle_(astronomy)
