I do not believe it rerfers to "savings"

'faisant appel public à l'épargne' describes a status, not an action, so "offering" is out of place here, unless you want to recast the statement as "the company has not offered, and is not offering, its securities to the public".
In the EU, this is the status that triggers the requirement to report under IAS/IFRS. The English version of the relevant directive refers to "publicly traded companies" (meaning companies whose equity or debt securities are held by the public).

That's the only way public savings may be of any usefulness to a company
