performance specification
This is a description of the lighting specifications. I am not sure what TETRA refers to, nor am i sure about A/Ph or diff.
I am more sure that 300mA refers to milliamps, and V is volts.
This is from a list of things needed, which list includes the size of the performance space, how much help needed each day for set up, etc.
It for a performance artist who puts on a one man show with lots of equiptment and set up.
This phrase stands alone as is.

He may be a one-man show, but he's sure using an awful lot of energy...

: Except rather than say 4-pole, I'd say '3-phase + N', as in this sort of context, it's quite important to specify it that way round (and I've worked for a long time in stage lighting!)
