Enfin, les loggias offertes aux habitants ont été conçues dans l’espoir d’une appropriation « verte », puisque ces serres individuelles sont propices, comme les terrasses collectives plein ciel, à l’expérimentation de plantations hors sol.

I suspect I will have to rephrase this to find something suitable, but seem to be striking a blank at the moment.

Agree with Emma Maybe, quite simply, in the hope that they will be used as green spaces: the rest of the sentence then makes it quite clear that they intend them to be used for pot plants

Meaning I'm quite sure that this sentence basically means that the architects hope the owners of the flats will use their loggia/glazed recessed balconies as conservatories and fill them with plants (so that from the outside, the whole building will look all green and botanical). I really don't think that architects would actually say that they want their flats to be inhabited by people who are either green (as in ecological) or green-fingered.

That would makes sense: so they can be glazed if necessary. I think I'd be tempted to call it a veranda (see: http://www.nationwideltd.co.uk/verandas?q=1&gclid=COek_MGQsr... but I make no claim to being an architectural expert and much would depend on the target audience. As Phil says, a lot of people wouldn't have a clue what a loggia is...

Loggia I use 'loggia' when writing for architects (in this case)
Definition SOED: An open-sided extension to a house, a veranda.
These are often found on housing blocks and are very à la mode.

Are these not conservatories? I'm sure I heard a French friend talk about adding a loggia to her house and she definitely meant what we in the UK would call a conservatory? That would tie in with the serres in the same sentence.

You could say something like "the loggias have been included in the hope that they will be put to use by green-fingered inhabitants".

I'm not sure "loggia" is necessarily the best translation, because not many people know what it means. Depending on what they look like, another word may be better.
