Proposed translations
Several possible translations. Everything depends on...your client !
1°) if the final client is British, the translation of "Ministère de l'Intérieur, de l'Outre-Mer et des Collectivités territoriales" is merely "Home Office", for Home Office is competent, not only in national security matters, but also in Overseas relevant topics and in Local authorities questions. See http://www.homeoffice.gov.uk/counter-terrorism/review-of-pre...
2°) If the final client is not British, but neither Canadian nor American, better translate by "Ministry of the Interior, Overseas and Local Authorities". "Home Office" is a very specifically British name.
3°) In North-America, replace Ministry by Department. So, it will be called "Department of Interior, Overseas and Local Authorities".

: Agree with the "several possibilities" but NOT about "converting" this to Home Office or any other non-French entity; the term should be translated syntactically into good English; the asker is surely capable of this without KudoZ help
