'pressing social need' is a recognised legal term used by the European Court of Human Rights and shouldn't be altered. Thanks.

I'd avoid "social" which could be understand as the social requirements of the Rom.

What it means is that the local authorities had no right to request removal of the Rom in question because they were not actually causing any disturbance or in any way diminishing the rights and pleasures of the rest of society. For example, they were not potentially causing lung cancer among local residents when burnig the insulation off "borrowed" copper cabling in open fires, or at least it was not deemed to be impérieux to remove them for this reason.

pressing social need (affecting the general public)

Whatever you do with "d'intérêt public", I think you need to use "pressing social need" as it is a recognised legal term (European jurisprudence) - as already pointed out by cmwilliams. My understanding of the term "pressing social need" means it affects the general public, so I'd be inclined to leave that part out...
