This is from a private investment bank internal report. This section is from the Swiss branch.
I am not sure if it a campaign to promote an investment product or a period of time. It also seems a bit odd that eleven billion euros should be considered "faibles".

Like you, I would understand this as campaign, pure and simple; and € 11m could well be regarded as 'faible' in the world of international finance!
