This is from a presentation of cataloging software for manufacturers and supermarkets.

L’idée est que les distributeurs aujourd’hui mettent en place ce genre d’outil car les bases de données contiennent beaucoup trop d’erreurs au niveau logistique donc cela fait des litiges, des ruptures. Ce n’est pas acceptable par exemple, qu’un distributeur ouvre un **tract commercial en rupture** sur une référence qui est tractée. L’intérêt est de dire que l’industriel a déjà fait son contrôle dans une base de données en amont, dans un ERP, une Base ACCESS etc.. et que l’on garde cette qualité d’information tout au long de la supply chain.

I get the idea is that a supermarket orders something that's out of stock, and that this software will help prevent that from happening. But what is that something?

What it's saying is that stores should not be opening "catalogue item stock-out" incidents in the information system for items that appear in the catalogue (or brochure/leaflet - ie the promotional bumpf that gets shoved in your letterbox). The meaning is that there should not be any stock-outs on these items - and there wouldn't be if the stock management system were used properly throughout the whole chain.
