The term is in inverted commas in the text, and I see what they are getting at he OUTREACH idea) but cannot find a neat way of expressing it.

(Music school) met en œuvre des interventions pédagogiques extérieures ou des partenariats avec différentes institutions. Ces opérations permettent ainsi de toucher de nouveaux publics, étudiants et professionnels de la musique, publics non spécialisés ou encore publics « empêchés ». Un atelier de chant choral est proposé aux détenues de la prison pour femmes de XXXX. Un concert de musique baroque est également proposé dans le cadre de l’Etablissement pénitentiaire de XXX

There are lots of different ways you could translate this - "people with limited access to music", for example.

Could use term "barriers" if you prefer it to "obstacles". The reference below uses both terms interchangeably.

The problem with philgoddard's suggestion is that "limited access" is only one of the forms that the empêchement could take.

disadvantaged

I read "empêché" as meaning prevented from enjoying concerts due to financial problems or logistical obstacles (e.g., being in prison, like the example in your text).

So I would use the following translation:
"...new audiences, including music students and professionals, non-specialized audiences, and 'disadvantaged' audiences."
